Overview

The OSCAM family of models consists of several separate models, some of which are specific to either US or UK operations. In addition, each model has a complimentary data management tool capable of creating OSCAM compatible datasets from component level work breakdown structures.

The OSCAM models that are currently supported by the US Navy are OSCAM Ship, OSCAM Sys and OSCAM Air.  Each of these models has a companion Data Management Tool that allows maintenance data to be represented as sub-system level.  In addition, OSCAM Ship has a Parametric Costing Tool that makes use of Cost Estimating Relationships developed from VAMOSC to generate an OSCAM dataset based on ship characteristics.

Other OSCAM models have been created for other services, countries, and for specific equipment programs, but are no longer being maintained or updated.

OSCAM Ship

Designed to estimate Operating and Support costs for naval platforms, the OSCAM Ship model can be used early on in the development process, as well as accommodate a more detailed estimate as the program matures. OSCAM Air

Designed to estimate Operating and Support costs for Naval Aircraft, the OSCAM Air model has been developed for Naval Air Systems Command (NAVAIR). OSCAM Air has a companion Data Management Tool, and a Data Input/Output Tool that allows OSCAM Air datasets to be prepared using Microsoft Excel.  More...

OSCAM JSF

OSCAM JSF is a version of OSCAM that was specifically designed for the Joint Strike Fighter (F-35) program. It shares a common heritage with OSCAM Air.  The OSCAM JSF model is an Operating and Support (O&S) costing tool, available to JSF partner countries to assist them in developing CAPE based O&S cost estimates. OSCAM USAF was designed for the USAF C-17 Program Office, although it was designed to be generic enough to be used for a range of USAF aircraft. It shares a common ancestry with OSCAM Air, and has been largely superseded by that model.  More...

Data Management Tool (DMT)

OSCAM Ship and OSCAM Air have a Data Management Tool mode. It allows the platform or shipboard system to be represented as a work breakdown system of sub-systems and components.  Maintenance data can be entered for components at the lowest level of breakdown in the WBS and used to generate an OSCAM compliant dataset. Parametric Costing Tool (PCT)

The OSCAM Ship model has a companion Parametric Costing Tool mode.  It allows between 4 and 12 ship characteristics to be entered and generates an OSCAM compliant dataset based on Cost Estimating Relationships that have been generated from VAMOSC data.  The PCT is supported by VAMOSC views that provide insight into the historical data that was used to generate the cost relationships.
